when the particle is at its position it is given that it's K.E is 16J. but at mean position the entire or the total energy is is in the form of kinetic energy only there is no potential energy , so 16 j is the total energy , again at extreme position the entire energy or the total energy is in the form of potential energy only , so the potential energy at extreme position will also be 16J... hope this helps
